The page  http://runonce.msn.com/runonce3.aspx  that always display when open IE Internet Explorer and cannot open any site from IE 

You just click the link below to load file for  edit registry - then click run - file will run - click ok - then  Close  - and then restart Internet Explorer for the change to take effect.
